ABOUT VG BONZ DOLOR
He is the youngest elected Vice Governor Oriental Mindoro has ever had. And for the 2013 elections, he is making history as the province’s first ever Vice Governor to run unopposed. But more than his youth, it is his commitment to good public service and dedication to transformational leadership that won the trust and respect of the people, including those in the opposition.
Born in November 27, 1976, Humerlito is the youngest child in Tony and Estrellita Dolor’s brood of four boys, thus the nickname “Bonz” (bunso). His impressive academic records reflect a brilliant mind – first honors in elementary, academic excellence awards in high school, cum laude in college – and an unquenchable thirst for learning. He is a passionate leader and a gifted speaker who connects to people of all ages and from different walks of life through his sincerity and geniality.
Being a student leader in elementary and high school, he brought his leadership skills to his hometown Naujan by offering to serve the public for the very first time as the SangguniangKabataan Chairman in his barangay, Adrialuna, in 1992. His leadership was supported not just in his barangay but the entire municipality as he was elected SK Municipal Federation President the following year. He was also elected Vice President of the SK Provincial Federation in in 1993, which opened a number of opportunities for the 16-year old public servant to improve both himself, as a youth leader, and his young constituency, as significant members of the society.It did not come as a surprise when he was reelected unopposed as SK Chairman in 1996.
His second term was definitely busier than his first. As he was now elected President of the SK Provincial Federation, he became a member of the SangguniangPanlalawigan of Oriental Mindoro. He was also elected unopposed as Treasurer of the SK National Federation in 1996. Then in his final year in college taking up Bachelor of Arts in Political Science, Bonz took the opportunity to put his knowledge to experience and incorporate experience into his knowledge. He accepted chairmanship of the Committee on Youth and Sports in the SP, membership in the Provincial School Board, and chairmanship of both the Committee on Rules and Legal Matters, and the Committee on Revisions of Laws and Constitutional Amendments of the SK National Federation. He was also Floor Leader of the SK National Executive Board (SKNEB) and the SK National Federation (SKNF) and Secretary-General of the National Movement of Young Legislators (NMYL) Oriental Mindoro chapter. Merging knowledge and experience, Bonz authored the “Revised 1997 SK Constitution and by-Laws of the Republic of the Philippines” which was ratified unanimously through a referendum in July, 1997. Graduating cum laude that year was just the first of several recognitions he received in 1997. He was given “The Academic and Leadership Award” by the National Movement of Young Legislators (NMYL) in March, “Most Outstanding SK” award during the First National SK Congress in Cebu City in October, and the “Katangi-tanging Ana ngNaujan Award in the Field of Public Service” in December.
The closing of the first millennium saw the blooming of Bonz’s political career. As he continued to take on more responsibilities,his passion for excellence became more evident to his peers and colleagues, from both the province and the entire country as well. He was awarded “MakabagongBayani” by the Municipality of Bacoduring the Centennial Celebration in 1998, “Outstanding SangguniangKabataan Award” by the National Youth Commission in 1999, and the “Plaque of Excellence” by the SK National Federation also in 1999.
The exposure and opportunities brought by his involvement in national organizations and activities provided him with more means to serve his province better. Infusing fresh ideas and new approaches to public service, Bonz revitalized the old and traditional government in Oriental Mindoro.
With the champion of the youth in their midst, the Oriental Mindoreños heard the promise of a better life in his voice and saw a bright future for the province in his actions.In 2001, 24-year old Bonz was the youngest board member ever elected in the province. He became Chairman of partylist group MamamayanAyawsaDroga (MAD) Oriental Mindoro Chapter, member of Rotary Club of Victoria, Charter President of Tamaraw Jaycees. He also authored the 2002 NMYL Constitution and By-Laws as Amended, which was ratified through a referendum in Cebu City.
On top of all these, Bonz was able to finish his Master’s in Public Administration and Doctor of Philosophy Major in Management, at the Divine Word College of Calapan with Academic Excellence and Academic Distinction awards, respectively. He also became college director of the ACMCL College, member of the Knights of Columbus Council 8361, and president of Rotary Club of Victoria.He was also elected National Chairman of the Provincial Board Members League of the Philippines a day after his 30th birthday in 2007.
He tied the knot with the captivating Mindoreña,HiyasGovinda Ramos, in 2005 and they were gifted with a healthy baby girl, Haley, in 2010 - three months before he was declared Vice Governor of Oriental Mindoro after a landslide victory.
This great display of trust, respect and confidence in what he can do for the province has been the driving force that made VG Bonz’s first term as Vice Governor a very meaningful and historic one. The Benigno Aquino, Jr. Legislative Building, also known as the BatasangPanlalawigan, an impressive modern building which now houses the legislative arm of the provincial government, underscores VG Bonz’s commitment to participative governance and transparency. He opened legislation to the people by giving them access to witness the legislative sessions, encouraging public participation in the crafting of policies.Although the modernity of the structure speaks highly of how the Vice Governor looks at the future of the province, it also contains his gift of history to the people through its archive which holds all the journals and resolutions and other important pieces from the past Vice Governors and SP members of the province.
In his 20 years in public service, amidst all the positions he has held, amidst all the recognitions he has received, he remains humble in admitting that, yes, he still has a lot to learn, and yes, he is thankful for the learning opportunities that continue to come his way, as these provide him the chance to be a better public servant and a better man as well.
